Nokia announced a global licensing deal with HPE to enhance its AI-powered Service Management and Orchestration (SMO) platform. The agreement boosts Nokia’s position in AI-driven RAN automation and autonomous networking solutions.
Under the deal, Nokia gains access to HPE’s RAN Intelligent Controller (RIC). The integration strengthens Nokia’s MantaRay SMO and network automation portfolio. Additionally, most of the associated HPE development team joined Nokia Mobile Networks on October 1, 2025.

Advancing RAN Automation and Autonomous Networking
MantaRay SMO is Nokia’s comprehensive solution for AI-driven, zero-touch network automation. The platform already meets TM Forum’s level 4 for autonomous networks. Furthermore, it is fully Open RAN compliant and supports the open R1 interface for rApps.
By integrating HPE’s RIC, Nokia expands its AI-powered SMO solutions, delivering real-time insights and enhanced orchestration across networks. This move demonstrates Nokia’s focus on AI-driven RAN automation and its strategy to lead network evolution toward 6G.
