Chen, a seasoned expert in AI governance, formerly advised the Bureau of Diplomatic Technology and led the Office of Artificial Intelligence & Emerging Technologies at the U.S. Department of State.

With close to 30 years of experience in IT infrastructure, ICAM, secure communications, and cyber operations, Chen brings deep expertise. At the State Department, he spearheaded major initiatives to integrate emerging technologies and AI into global diplomatic and security platforms. He also launched and scaled an international telecom firm, blending public sector service with entrepreneurial insight.

Chen earned his Bachelor’s degree from UCLA and a Master’s from Northwestern University. He also holds leading certifications including CISSP, CCSP, CISM, CEH, CCNP, and MCSE. Currently, he serves on the Cyber Intelligence Initiative (CII) Advisory Board at the Institute of World Politics, where he offers strategic guidance on cyber intelligence and ethical AI.
