The acquisition will help deliver modern technology solutions to public safety agencies, law enforcement organizations, and other public sector entities. The acquisition is a long-term investment in public safety technology for Tyler Technologies. Agencies need secure, scalable and integrated digital solutions as they continue to modernize their operations. So, Tyler is focused on building out its offerings with technologies that facilitate faster implementation and better interoperability. The acquisition also bolsters Tyler’s position in the small and midsize public safety market.

Tyler will incorporate CODY Systems into its operations to provide agencies with additional resources and enhanced support. This should result in enhanced access to real-time information to clients and improved collaboration between departments. These capabilities also give agencies the ability to react more effectively to evolving operational requirements while keeping technology environments secure.

“We know that public safety agencies continue to face pressure to do more with limited resources while keeping systems current and secure,” said Andrew Hittle, president of Tyler’s Public Safety Division. “By adding CODY Systems’ solutions, these agencies will continue to benefit from technology designed to fit how they actually work, including tools that support day-to-day tasks in dispatch and records, systems that can scale and grow with the agency, and cost-effective approaches to help stretch often-limited budgets.”

Acquisition Strengthens Cloud-First Public Safety Solutions

Through the acquisition, CODY Systems adds its Pathfinder RMS platform to Tyler Technologies’ product portfolio. Pathfinder RMS is a cloud-native records management solution that aligns with Tyler’s cloud-first operating strategy. As a result, the platform provides a strong foundation for future integration across Tyler solutions and the broader public safety technology ecosystem.

In addition, CODY Systems contributes to COBRAnet, which expands Tyler’s ability to support information sharing across agencies, regions, and statewide networks. Consequently, agencies can access real-time information more efficiently during critical situations. Better visibility also helps emergency personnel coordinate responses and make faster operational decisions during incidents.

David Heffner, president of CODY Systems, reflected on the company’s milestone following the acquisition. “This is a deeply meaningful moment for our family and everyone who has been part of CODY’s journey. What began with our co-founders’ bold vision 47 years ago has grown to become a respected software leader through the dedication and ingenuity of our employees, the loyalty of our customers, and adherence to our core values. As we begin this next chapter, we’re doing so with tremendous pride in what we’ve built and full confidence in what’s next. The future holds great opportunities to grow, innovate, and continue serving our customers with the same commitment and care that have defined our company for generations. Together we’ll build on the foundation we’ve forged, create new opportunities for our employees and customers, and carry our legacy forward for many years to come.”

Currently, CODY Systems serves more than 300 clients across 10 states, stretching from New Jersey to Hawaii. Its customer base includes statewide data integration projects and individual police department records management deployments. Founded in 1979 and headquartered in Pottstown, Pennsylvania, CODY Systems will now become part of the Tyler Technologies team. The company’s management and employees will join Tyler as the organizations continue expanding advanced public safety technology solutions.
